Japan’s First Commercial Floating Wind Farm Begins Operations

Japan has officially launched its first commercial floating wind farm, with operations commencing at the 16.8MW Goto Offshore Wind Farm in Nagasaki.

The project is led by Toda Construction under the Goto Floating Wind Farm consortium, which includes five other companies such as Eneos and Osaka Gas.

The facility represents the world’s first commercial deployment of hybrid spar-type floating foundation technology, combining a steel upper structure with a concrete lower section. The project was certified under Japan’s new regulatory framework aimed at accelerating offshore wind development.

Japan aims to develop 10GW of offshore wind capacity by 2030 and a 45GW offshore wind pipeline by 2040, including at least 15GW of floating wind across its exclusive economic zone, as part of its 2050 carbon-neutral target.

Despite cost pressures and sector uncertainty, the Goto project marks a major step forward for floating offshore wind in Asia.
