Construction Begins on Malaysia’s Largest 300MW Floating Solar Project

Construction has officially commenced on the 300MWac Bestari Large-Scale Solar Project in Bestari Jaya, Kuala Selangor. The project is currently Malaysia’s largest floating solar photovoltaic farm and among the largest in Southeast Asia.

Developed under the government’s fifth Large-Scale Solar (LSS5) programme, the project will contribute to Malaysia’s national target of achieving 40% renewable energy capacity by 2035. As of July 2025, Malaysia’s operational renewable energy capacity stood at 4.57GW, representing approximately 17% of installed capacity, with solar energy as the largest contributor.

The project is undertaken by Bestari Solar Sdn Bhd, a consortium led by Edra Power Holdings Sdn Bhd, Worldwide Holdings Berhad, and Rotaka Engineering Services (M) Sdn Bhd. Edra is a subsidiary of CGN Energy International Holdings Co Ltd, which is wholly owned by China General Nuclear Power Corporation, one of China’s leading clean energy groups.

The power purchase agreement (PPA) was signed in March 2025, with commissioning scheduled for July 2027. The 21-year PPA will ensure a stable supply of renewable energy to Malaysia’s national grid.

The Bestari Solar Project also represents the first floating photovoltaic development for CGN and CGNEI, positioning it as a reference model for future floating solar projects in the region.
